How can you make a difference?
The Social Policy Section, UNICEF Thailand Country Office (TCO) is seeking an individual consultant to provide administrative programme support on social protection.
Purpose of Assignment:
To provide assistance and coordination of the UNICEF supported programme portfolio related to key national social policies for children. In particular, these include support to UNICEF Thailand’s Social Protection programme with a focus on strengthening the implementation of child-sensitive social protection schemes (Child Support Grant and Disability Grant). It focuses on activities under the 2020 – 2021 workplan with Ministry of Social Development and Human Security (Department of Children and Youth, Department of Empowerment of Persons with Disabilities and Permanent Secretary Office) to ensure that all children have access to social protection schemes. The consultant is expected to provide administrative support to social protection programme, partnerships with the government, civil society and academia.
Work Assignment:
- Support coordination with Department of Children and Youth (DCY), Department of Empowerment of Person with Disabilities (DEP), Thailand Development Research Institute (TDRI) and related stakeholders to conduct studies
- In-depth analysis on Disability Grant
- Study on linkages of the Child Support Grant to other services
- Healthy Community project assessment
- Study on impacts of COVID-19 on families with children
- Study on impacts of COVID-19 on families with children with disabilities
- Support coordination with related government agencies, UN team, CSO coalition and related stakeholders for policy and public advocacy
- Support coordination with CSG MIS consultants, DCY and related stakeholders to implement the CSG MIS review
- Support coordination with DCY, DEP, communication cooperate to review and develop the communication strategy for Child Support Grant and Disability Grant
- Assist in the field data collection of Healthy Community project assessment and field mission of CSG MIS review
- Assist in the workshop / meeting as appropriate
Work Schedule:
5 June 2020 To submit detailed workplan and agree with supervisor according to the work assignment
5 June – 30 November 2020 To perform works as assigned and produce monthly progress report
End Product:
- Monthly report on planning, actions and progress
- Field trip / workshop / meeting / mission reports
Estimated Duration of Contract: 6 months from 1 June 2020 to 30 November 2020.
Official Travel: Official travel may require upon necessity.
To qualify as an advocate for every child you will have…
- Thai nationality
- Holding advanced degree in Social Sciences, Humanity or relevant fields
- Having at least 6 years of relevant experience of administrative programme/project support
- Experience in coordination with government or development agencies is considered as asset
- Experience in working with UN agencies is considered an asset
- Fluency in Thai and English both written and oral is a must

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
